The compliance matrix is the backbone of every winning government proposal. ProposalMatrix automatically extracts requirements from your uploaded RFP and SOW documents using AI, then builds a structured compliance matrix organized by L (instructions), M (evaluation criteria), C (compliance), and J (attachments) sections. You get real-time coverage tracking so you always know which requirements are addressed and which remain open.
Every requirement in the matrix maintains full source traceability back to the original document. Click any requirement to see exactly where it appears — page number, section, and highlighted text. Assign sections to writers, track completion status, and ensure nothing falls through the cracks. The compliance matrix becomes your single source of truth for proposal compliance.
AI Proposal Draft Generation
ProposalMatrix uses Retrieval-Augmented Generation (RAG) to produce proposal drafts that are grounded in your evidence library. When you request a draft for a section, the AI retrieves relevant past performance narratives, resumes, technical documents, and certifications from your workspace, then generates a compliant draft that addresses the mapped requirements. Every claim is citation-backed — reviewers see exactly which evidence informed each paragraph.
A transparency panel accompanies each generation, showing what the AI used and how it connected evidence to requirements. On save, ProposalMatrix runs a compliance check to flag gaps or misalignments. This combination of AI speed and human verifiability helps teams produce first drafts in a fraction of the time while maintaining the rigor evaluators expect.
Structured Review Workflows
ProposalMatrix implements Shipley methodology with Pink Team, Red Team, and Gold Team review cycles. Pink Team focuses on outlines and storyboards — validating structure and win themes before full drafting. Red Team evaluates complete drafts for compliance, clarity, and competitiveness. Gold Team is the final polish before submission. Each review type has its own workflow and purpose, reducing rework and ensuring quality at every stage.
Inline commenting with severity levels (critical, major, minor) and resolution tracking keeps feedback organized. No more email chains or scattered Word comments. Reviewers add comments directly in context; authors resolve them with full audit history. Task Order and Quick Turn templates simplify to a single review cycle when appropriate, but you can expand to full Pink/Red/Gold when the opportunity warrants it.
Evidence Library
The Evidence Library is workspace-level storage for resumes, past performance narratives, certifications, technical documents, and other reusable content. Upload once and reuse across every pursuit in your workspace. This eliminates duplicate uploads and ensures consistency — the same past performance write-up or resume section can power multiple proposals without manual copy-paste.
All evidence is AI-indexed for RAG retrieval. When you request an AI draft, the system automatically pulls the most relevant evidence for the requirements at hand. The AI understands context and relevance, so drafts draw from the right sources. Workspace isolation means each client or business unit can maintain its own evidence library with appropriate access controls.
Adaptive Pursuit Templates
Not every opportunity is the same. ProposalMatrix offers three pursuit templates that tailor the UI and workflow to match your timeline and team size. Full Proposal (30–90 days) is for FAR Part 15 full and open competitions and large recompetes — multi-volume responses, hierarchical section structure, and full Pink/Red/Gold review cycles. Task Order (7–21 days) is for IDIQ and BPA task order responses with a streamlined workflow, flat section structure, and simplified review. Quick Turn (3–7 days) is for RFIs, sources sought, and simple responses with minimal overhead.
Each template shows only the steps your team needs. No clutter, no confusion. Select the template when you create a pursuit, and ProposalMatrix adapts the interface accordingly. You can still access advanced features when needed, but the default experience matches the scope of the opportunity.
Progress Dashboard
Stay on top of every pursuit with a real-time progress dashboard. Deadline countdown shows exactly how much time remains until submission. Coverage percentage indicates what fraction of requirements have been addressed. Section status shows which sections are complete, in progress, or not started. Bottleneck alerts highlight sections that are blocking progress or at risk of missing the deadline.
Proposal managers can see at a glance where every pursuit stands. Drill down into individual sections, reassign work when needed, and prioritize based on data. The dashboard surfaces the information that matters — no digging through spreadsheets or chasing status updates.
Source Traceability
Source traceability is critical for government proposal compliance. Evaluators expect to see exactly where each requirement came from and how your response addresses it. ProposalMatrix maintains full traceability from requirement to compliance response to source document. Click any requirement in the compliance matrix to see its exact location in the RFP — page number, section, and highlighted text.
This bidirectional linking supports both compliance verification and internal quality assurance. Writers can confirm they addressed the right requirement. Reviewers can validate that nothing was missed. During color team reviews, traceability makes it easy to defend your approach and demonstrate compliance.
Export & Submission
When it is time to submit, ProposalMatrix exports submission-ready documents. Word and PDF formats are supported for proposal volumes, with proper formatting, headers, and page numbering. The compliance matrix exports to Excel for quick government evaluator review. Multi-volume packages can be exported as a single bundle or as individual files.
